Section 8 applies to all persons seeking to consolidate mining properties pursuant to Section 69-9-1 through 69-9-10 NMSA 1978. Section 9 applies to Kerr-McGee Corporaion and the owners of all tracts of land in Section 19, Township 14 North, Range 9 West, N.M.P.M., McKinley County, New Mexico.
