If a person or governmental entity continues a violation after the state engineer has issued a decision and order pursuant to Section 39, the state engineer may apply for a temporary restraining order or a preliminary or permanent injunction from the district court. Such action does not preclude the state engineer from seeking other forms of relief or enforcement against a violator.
