N.J. Admin. Code § 14:18-14.19
If the Board staff, after review of the performance of the cable television company operating under a system-wide franchise and needs assessment pursuant to 14:18-14.1 7, within 120 days of filing of the application for renewal of a system-wide franchise, does not support renewal of the cable television operator's system-wide franchise, the matter shall be treated as a contested case and treated pursuant to the procedures in the Administrative Procedure Act, 52:14B-1 and 52:14F-1, the Uniform Administrative Procedure Rules, N.J.A.C. 1:1, the Board of Public Utilities Rules of Special Applicability, N.J.A.C. 1:14, and the Board of Public Utilities' rules for Contested Case Hearings, N.J.A.C. 14:17-9, as well as 47 U.S.C. § 546(e).
