Any carrier providing competitive services may withdraw a competitive service from subscribers after 30 days notice to all of its affected customers and the Board. Where a carrier is withdrawing a service from its entire customer base within New Jersey, and is not offering a replacement service, the carrier must file a certification with the Board that all the provisions at N.J.A.C. 14:10-12for mass migration of customers have been complied, prior to withdrawing the service.
