In performing any duty set forth in this subchapter or any duty incidental to such tasks, the insurer may utilize the services of a firm that is professionally engaged in the business of mailing materials to shareholders or policyholders and/or soliciting and tabulating shareholder or policyholder votes, to act as agent for the insurer in providing such services in connection with the policyholder meeting. Such firms may employ the services of subcontractors. Any agent of the insurer that conducts activities involving the policyholder vote, and its subcontractors, shall act under the supervision and direction of the Department in the conduct of all activities pursuant to this subchapter. The use of an agent shall not relieve the insurer from any obligations imposed under this subchapter.
