The Executive Officer or the Board or its designee may consolidate two or more contested cases if the Executive Officer or the Board or its designee determines that the issues are substantially similar and the interests of the parties will not be prejudiced by the consolidation. The presiding officer of the hearing will determine the order of procedure at a consolidated hearing.
