Section 278.370 - Inspection by third persons1. If the Division has not authorized the county or city to conduct inspections of the construction of the system for water supply and sewerage in a subdivision, the developer must have the design engineer or a third person conduct those inspections.2. The inspector shall, at intervals of construction specified by the Division or local agency, certify in writing that the improvements are being installed in accordance with the approved plans and recognized practices of the trade.3. The developer must bear the cost of the inspections.4. The developer may select a third-person inspector but the selection must be approved by the Division or local agency. A third-person inspector must be a disinterested person who is not an employee of the developer.Nev. Admin. Code § 278.370
