The requirements set forth by the Federal Highway Administration when authorizing the installation of Tourist-Oriented Directional Sign (TODS) panels within the public right of way are to provide travelers with the business identification and directional information for businesses (including seasonal agricultural products), services and activities, the major portion of whose income or visitors are derived during the normal business season from motorists not residing in the immediate area of the business or activity. They are to provide a service to the traveling public and not to provide an advertising medium for businesses. They are intended for use only on Rural Conventional Roads and shall not be used on freeways and interchanges on expressways.
