The junkyard owner shall not place or cause to be placed a junkyard upon land not owned by such person without first obtaining a written lease from the owner of such land. The junkyard owner shall furnish a copy of this lease to the Department with the application for a junkyard. A lease means an agreement, license, permit, or easement, in writing, by which possession of use of land or interest therein is given for a specific purpose.
