Each person, firm, association or corporation shall on or before July 1 of each year make application for a permit, on an approved form supplied by the Commissioner. The application shall be filled out in full to the satisfaction of the Commissioner before said permit shall be issued. Permit holders that make additional selections of Bermudagrass shall notify the Commissioner in writing to include the name of the Bermudagrass selection and supporting documentation for approval before transfers may be made. The Mississippi Agricultural and Forestry Experiment Station shall be exempt from permit purchase.
