An inspection certificate, issued in accordance with the Act, shall be valid until expiration unless some defect or condition affecting the safety of the boiler or pressure vessel is disclosed, provided, however, that a certificate issued for a boiler or pressure vessel inspected by a Special Inspector shall be valid only if the boiler or pressure vessel for which it was issued continues to be insured by a duly authorized insurance company.
