Within 15 calendar days after receiving a petition, all other parties must serve on the commissioner and the other parties an answer to the petition. The answer must state:
A. whether the terms and conditions of employment claimed to be violated are established by law, contract, or policy;B. whether the law, contract provision, or policy has been violated by the respondent;C. if a violation is found, what relief is appropriate; andD. whether independent review of the grievance is available under another procedure.Minn.
