Subpart 1.Requirements.

Hunters must be participants in a program for physically disabled hunters sponsored by a nonprofit organization and must be referred by an organization prior to being issued a permit. Permittees must purchase an archery or firearms deer hunting license. Each permittee may be accompanied by one or more assistants named by the nonprofit organizations and approved by the commissioner. Assistants are not required to purchase licenses and may assist permittees in taking deer. Both permittees and assistants must meet the blaze orange requirement for deer hunters.

Subp. 2.[Effective until 1/31/2021]Open areas.

A hunter meeting the requirements of subpart 1 may hunt in open areas and seasons. In addition to meeting the requirements of this part, hunters must meet any requirements of the municipality in which the special hunt occurs and of any sponsoring organization. Hunt participants must stay within any boundaries that are posted or that are prescribed by the hunt administrator or on maps provided during a prehunt orientation. In 2020, the following areas are open for hunters meeting the requirements of subpart 1:

A. Camp Ripley Military Reservation in Morrison County is open October 6 to 8 for taking antlerless deer and legal bucks by legal firearms or archery. No more than 60 permits shall be issued. The bag limit is two deer Minnesota Veterans Outdoor Programs is the sponsoring organization;
B. Rosemoen Island in the Lac qui Parle Wildlife Management Area Sanctuary in Chippewa County is open October 3 to 11 for taking antlerless deer and legal bucks by legal firearms or archery. No more than 20 permits shall be issued. The bag limit is two deer This is special hunt 999. Capable Partners is the sponsoring organization;
C. Orwell Wildlife Management Area in Otter Tail County is open November 17 to 19 for taking antlerless deer and legal bucks by legal firearms. No more than six permits shall be issued. The bag limit is one deer Midwest Outdoors Unlimited is the sponsor;
D. Crane Meadows National Wildlife Refuge is open October 13 and 14 for taking antlerless deer and legal bucks by legal firearms. No more than ten permits shall be issued. The bag limit is one deer Crane Meadows National Wildlife Refuge is the sponsor;
E. Rice Lake National Wildlife Refuge is open October 8 to 11 for taking antlerless deer and legal bucks by legal firearms. No more than 15 permits shall be issued. The bag limit is one deer Rice Lake National Wildlife Refuge is the sponsor;
F. Vermillion Highlands Research, Recreation, and Wildlife Management Area is open September 19 and 20 and October 24 and 25 for taking antlerless deer and legal bucks by legal firearms or archery. No more than 20 permits shall be issued. There is no bag limit, and only one antlered buck may be taken. Capable Partners is the sponsor;
G. Becklin Homestead Wildlife Management Area in Isanti County is open October 31 to November 8 for taking antlerless deer and legal bucks by legal firearms or archery. No more than 20 permits shall be issued. The bag limit is two deer Capable Partners is the sponsor;
H. Legionville School Safety Patrol Training Center in Crow Wing County is open October 2 and 3 for taking antlerless deer and legal bucks by legal firearms or archery. No more than six permits shall be issued. The bag limit is one deer Sons of the American Legion is the sponsor;
I. portions of Carlos Avery Wildlife Management Area Sanctuary in Anoka County are open October 10 to 18 for taking antlerless deer and legal bucks by legal firearms or archery. No more than 20 permits shall be issued. The bag limit is one deer Capable Partners is the sponsor;
J. Rydell National Wildlife Refuge in Polk County is open October 8 to 10 for taking antlerless deer and legal bucks by legal firearms or archery. No more than 20 permits shall be issued. The bag limit is one deer Rydell National Wildlife Refuge is the sponsor;
K. private property in Township 158 North, Range 40 West, Sections 1, 2, 6, 7, 8, 9, 11, 16, and 18; Range 41 West, Sections 1, 9, 10, and 12; and Range 42 West, Sections 21 and 28, in Marshall County is open October 8 to 11 for taking deer by legal firearms. No more than 12 permits shall be issued only to military veterans. The bag limit is two deer Middle River Veterans Outdoors is the sponsor; and
L. portions of McCarthy Beach State Park in St. Louis County are open October 23 and 24 for taking antlerless deer and legal bucks by legal firearms or archery. No more than 12 permits shall be issued. The bag limit is two deer Access North is the sponsor
Subp. 2.[Effective 1/31/2021]Open areas.

Disability permittees may hunt in open areas and seasons as designated by the commissioner and published in the annual hunting regulations booklet.
