Part 6131.0170 - PLAN FOR DEACTIVATIONSubpart 1.Purpose.The purpose of the deactivation plan is to describe the detailed reclamation activities to be conducted on the deactivated portion. This plan shall be approved by the commissioner pursuant to part 6131.0250 prior to its implementation.
Subp. 2.Deactivation plan.The permittee shall submit to the commissioner in duplicate, a deactivation plan at least two years prior to beginning deactivation for any portion of the mining area. This plan shall replace the annual report for the portion of the mining area to be deactivated. The deactivation plan shall contain:
A. detailed plans, schedules, designs, specifications, and supporting data for reclamation activities which comply with the mining permit;B. the depth and the physical and chemical characteristics of the soil in each mine plot;C. a description of water table depths;D. a description of water control structures including location and extent, inspection methods and schedule, potential maintenance problems and solutions, and an estimate of maintenance costs; andE. an updated copy of the written agreement between the landowner and the operator detailing fiscal, reclamation, and postmining management responsibilities.Minn.
