When an employee or group of employees represented by an exclusive representative has a grievance, the employee or exclusive representatives agent must attempt to resolve the grievance with the employees immediate supervisor within 21 days after the employee, through the use of reasonable diligence, should have had knowledge of the event or act giving rise to the grievance. The supervisor must then attempt to resolve the grievance and must respond in writing to the grievant and the exclusive representatives agent within five days after the grievance is presented to the supervisor.
