Section R. 792.10403 - Applicability; constructionRule 403.
(1) These rules govern practice and procedure in all proceedings before the commission, except as otherwise provided by statute or these rules. In areas not addressed by these rules, the presiding officer may rely on appropriate provisions of the Michigan court rules.(2) These rules shall be liberally construed to secure a just, economical, and expeditious determination of the issues presented.Mich.
