(1) Violation appeal hearings which are granted by the appeal board shall be limited to the official record of the original hearing.(2) In violation appeal hearings, the licensee has the burden of proceeding with reasons and arguments for revision or reversal of the order of the hearing commissioner or duly authorized agent.Mich.
