Section 10.21.20.10 - Program StaffA. Required Staff. The OMHC shall have staff that is sufficient in numbers and qualifications to provide clinically appropriate services to the individuals served and includes, at a minimum:(1) A program director who is: (a) A licensed mental health professional, or has a master's degree in one of the following fields: (iii) Business administration;(b) Employed by the OMHC at least 20 hours per week; and(c) Responsible for administrative oversight of the OMHC, including, at a minimum: (i) Fulfilling the administrative requirements under COMAR 10.21.17;(ii) Fulfilling the requirements of this chapter;(iii) Ensuring the continuity of service if clinical staff at the OMHC site are unavailable to fulfill their responsibilities to the individuals served;(iv) Ensuring a system of clinical supervision of the multidisciplinary treatment staff; and(v) Having knowledge of all regulatory requirements related to the operation of the program;(2) A medical director who: (b) Is employed by and is on site at the OMHC at least 20 hours per week;(c) If employed full time by the program, may also serve as program director; and(d) Has overall responsibility for clinical services, including, at a minimum: (i) Establishing and maintaining appropriate standards for diagnosis and treatment, including therapeutic modalities and prescribing practices;(ii) Medical aspects of quality management;(iii) Adequate physician coverage; and(iv) Ensuring adequate clinical supervision of treatment staff;(3) A multidisciplinary licensed mental health professional staff that:(a) Provides evaluation and treatment services;(b) Is in addition to the OMHC psychiatrist; and(c) Includes representatives of two different mental health professions both of which are represented on-site 50 percent of the OMHC's regularly scheduled hours.B. Students. The program may use students according to the provisions of COMAR 10.21.17.12E.C. Volunteers. The program may use volunteers according to the provisions of COMAR 10.21.17.12F.Md. Code Regs. 10.21.20.10
