These regulations are promulgated by the Department of Human Services pursuant to Title 22 M.R.S.A., Section42 and establish standards for assuring the quality of care provided by commercial health maintenance organizations pursuant to Chapter 56 of Title 24-A M.R.S.A. Nothing in these regulations may be interpreted to create or enlarge a cause of action in favor of a member or other third party against an HMO or provider.
