Following a Board hearing and close of the record, the Board may hold as many deliberative sessions as members deem necessary to discuss the record and the relevant review criteria. Participation is limited to Board members, Board counsel, Department staff, and if requested by the Presiding Officer, outside agency review staff and Department hired consultants.
