NECESSITY, FUNCTION, AND CONFORMITY: KRS 237.124 requires the department to promulgate administrative regulations concerning the operation of a program for the training of applicants for a concealed deadly weapons license. This administrative regulation establishes the requirements for reporting test scores to the department and the issuance of a certificate of successful completion of the course.
Section 1. Within five (5) working days after the completion of the course, a certified firearms instructor shall: (1) Grade the examinations; and(2) Mail or deliver to the department: (a) The completed "Applicant Request for Training License to Carry Concealed Deadly Weapons", Form #126, incorporated by reference in 503 KAR 4:050, showing the student's score on the written examination and indicating whether the student passed or failed the range work; and(b) The graded examinations.Section 2. Within fifteen (15) days after receipt of the material specified in Section 1 of this administrative regulation, the department shall mail to an applicant:(1) A certificate of successful course completion; or(2) A notice that the applicant has failed the:(a) Course and will not be certified; and(b) Written examination, the range firing, or both, as appropriate.Section 3. A student shall be issued a certificate of completion if he has: (1) Answered at least seventy (70) percent of the written examination questions correctly; and(2) Achieved a grade of "passing" on the range work.
