Section 28-16-60 - Development of draft permit(a) Each application and any other relevant facts shall be reviewed by the director to determine one of the following: (1) A permit shall be issued allowing the discharge. (2) A permit shall be issued providing for no discharge. (3) A permit shall not be issued. (b) If the issuance of a permit is deemed advisable, the proposed permit conditions shall be formulated by the director, including all of the following: (1) Effluent limitations developed according to the "Kansas implementation procedures: wastewater permitting"; (2) a schedule of compliance, including any necessary interim dates; (3) any special conditions; and (4) a monitoring program, if appropriate.
