This document establishes the procedures for the filing of an administrative appeal of state set-aside actions. A person who has appeared before the Kansas energy office (K.E.O.) in connection with a matter arising under these procedures has not exhausted all administrative remedies until an appeal has been filed under this article and an order granting or denying the appeal has been issued.
