Application for special plates with a Pearl Harbor processed emblem shall be submitted to the department in a manner prescribed by the department. The applicant shall attach a copy of an official government document verifying that the applicant was stationed at Pearl Harbor, Hawaii, as a member of the armed forces on December 7, 1941.
