Sec. 1.
The purpose of this article is to establish criteria and procedures to be utilized by the commission and executed by the department in the administration of the fund under IC 10-17-12. This article sets forth criteria used in determining whether an applicant is eligible to receive assistance from the fund, the establishment of a hardship justifying assistance from the fund, criteria examined by the commission in determining an applicant's need, and a description of the application process.
