Sec. 14.
(a) A qualified organization licensed to conduct a qualified card game other than euchre must use a minimum of two (2) operators, and must use a minimum of one (1) additional operator per forty (40) players per event.(b) The dealer of a qualified card game is required to submit the deck of cards to be cut to the nearest player to the right of the dealer. When the dealer submits the deck to be cut, the player to whom the deck is submitted may:(2) decline to cut the deck.(c) When dealing cards, the dealer must place a blank card at the bottom of the deck.
