Sec. 3.
(a) The funds provided by the United States Department of Education for early intervention services pursuant to Part C of the Act shall be used to supplement and increase the level of state and local funds expended for eligible infants and toddlers with disabilities and their families, and in no case may the funds supplant state and local funds available for early intervention services.(b) The total amount of state and local funds budgeted for expenditures for early intervention services must be at least equal to the total amount of state and local funds actually expended for early intervention services in the most recent preceding fiscal year.
