Sec. 12.
"Nonrecurring adoption expense agreement" or "NRAE agreement" means an adoption assistance agreement, or portion of an adoption assistance agreement, that provides for payment or reimbursement for reasonable and necessary adoption fees, court costs, attorney fees, and other expenses that are directly related to the adoption of a special needs child, as provided in 42 U.S.C. 673(a)(6)(A), 45 CFR 1356.41, and section 21(4) of this rule.
