Sec. 10.
(a) A person issued a notice of violation or cessation order under sections 5 through 6 of this rule, or a person having an interest that is or may be adversely affected by the issuance, modification, vacation, or termination of a notice or order, may request in writing, a review of that action and request a hearing under IC 4-21.5 within thirty (30) days of issuance of that notice or order or of its modification, vacation, or termination. The filing of an application for review and request for a hearing shall not operate as a stay of any notice or order, or of any modification, termination, or vacation of the notice or order.
