The State Rehabilitation Council (SRC) is established for the purpose of advising theSecretary of the Department of Human Services (DHS) and thevocational rehabilitation administrator (i.e., the Office of Rehabilitation Services (DHS-ORS) Associate Director) of the provisions of the federalRehabilitation Act of 1973 and the Americans With Disabilities Act of 1990in matters concerning individuals with disabilities and the provision of rehabilitation services [20 ILCS 5/5-550] .
