The regulations of this Part apply to owners and operators of sanitary landfills permitted or required to be permitted by the Agency topermanentlydispose of solid waste if the sanitary landfill is located off the site where such waste was produced and if such sanitary landfill is owned, controlled and operated by a person other than the generator of such waste (Section 22.15(b) and Section 22.44(b) of the Environmental Protection Act (Act)).
