The attorney general, as counsel for the board, shall be a participant in all proceedings governed by this chapter. The attorney general or a representative of the attorney general shall be designated as "counsel for the board", and shall be served with copies of all papers, pleadings, maps, and documents as are all other parties to the same proceeding.
