All signs, markers, barricades, cones, lights, and other devices employed indicating the existence of special conditions and activities shall be kept in proper position during the existence of the special conditions and activities. Signs that do not apply to existing conditions and activities shall be removed or covered. Damaged, defaced, or dirty signs shall not be used.
