This chapter is intended to clarify and implement chapter 457A, Hawaii Revised Statutes, thereby also implementing the provisions of 42 United States Code sections 1395i - 3 and 1396r, to the end that the provisions thereunder may be best effectuated and the public interest most effectively served.
