The lead agency shall review and approve or disapprove all plans submitted in accordance with this subchapter. The lead agency may require plans or data in addition to those specified. The lead agency may require changes in any plans or data submitted in order to obtain optimum compliance practicable to this subchapter that are reasonable and necessary.
