The authority may enter into consulting and cooperative agreements with qualified persons or public agencies, where the powers, services, and capabilities of such persons or public agencies are deemed necessary ant appropriate to assist the authority in its review, selection, and approval of a proposal for the management, operation and maintenance of the convention center.
