Section 13-167-9 - Public records
(a) All public records shall be available for inspection in the office of the commission, Honolulu, Hawaii, during established office hours unless such inspection of these records is contrary to any state or federal law. Where the records are open under any rule of court, the attorney general may determine which records may be withheld from public inspection when the records:
(1) pertain to the preparation of the prosecution or defense of any action or proceeding to which the state is or may be a party; or
(2) are necessary for the protection of the character or reputation of any person.
(b) Photocopies of public records, certified copies of extracts from public records, or public records printed or reproduced by the commission in quantity shall be given to any person requesting the same by paying the fees established by the commission or by law.
(c) Requests for public information, for permission to inspect official records, or for copies of public records shall be processed by public officials with due regard for the dispatch of other public duties.
