The purpose of this subchapter is to provide a procedure whereby a determination of residence status shall be made for all persons who own a vessel moored in a state small boat harbor or who apply for such moorage to assure that they are assessed the proper fees and charges as established by these rules; to provide an appeals mechanism for those persons who believe their residency classification is in error; and to provide sanctions for misrepresentation by a petitioner.
