As used in this subchapter:
"Hearing" shall have the same meaning as the term agency hearing as defined in section 91-1, HRS.
"Party" or "parties" shall have the same meaning as in section 91-1, HRS and shall include any other person such as the contractor or contractor's representative, the department, or both.
