The commission may meet and exercise its powers in any part of the State. All meetings of the commission shall be open to the public, except that the commission may meet in executive session as permitted under chapter 92, HRS, from which the public may be excluded by a recorded vote of not less than two-thirds of the total membership of the commission. Unless otherwise permitted under chapter 92, HRS, no contract, appointment, or decision shall be finally acted upon at any such executive session.
