(a) The following fees shall cover all services and materials for which a charge is imposed.

Where the District of Columbia is a party to an instrument submitted for recordation, or has a beneficial interest in an instrument submitted for recordation, no recordation fee shall be imposed for the recordation of such instrument; provided, that the instrument is being submitted for recordation by the District of Columbia, and is exempt from the tax imposed by D.C. Official Code § 42-1103 and D.C. Official Code § 47-903, or is otherwise not taxable thereunder.

Effective January 1, 2012, exclusive of any surcharge applicable pursuant to D.C. Official Code § 42-1211 (2011 Supp.) or other provision of law, the following fees shall be charged for recording documents and obtaining copies of documents at the Office of Recorder of Deeds:

(a) One hundred fifty dollars ($150) for the recordation of any and all deeds of trust, mortgages, modifications to deeds of trust, amendments to deeds of trust, or amended and restated deeds of trust;
(b) Twenty-five dollars ($25) for the recordation of all other documents;
(c) Two dollars and twenty-five cents ($2.25) per page for a copy of a document; and
(d) Two dollars and twenty-five cents ($2.25) per document for certification of a copied document.
