Upon proper written application of an officer or member, other, than an officer or member not eligible for retirement, where it can be shown that delay in entering a retirement order will adversely affect the member, the Board may issue an interim order effecting a retirement.
An interim order shall not become final, for purposes of a petition for reconsideration or an appeal, until the written decision is issued by the Board and served upon the member.
