After the issuance of a solicitation, but before the date set for receipt of proposals, the contracting officer may make changes in the solicitation to reflect any of the following:
The contracting officer shall determine if the closing date and time needs to be changed when amending a solicitation, and shall notify all prospective offerors of any change in the closing date necessitated by an amendment.
The contracting officer shall not award a contract unless all amendments made to the RFP have been issued in sufficient time to be considered by prospective offerors.
