Each arbitration hearing shall be recorded.
At the close of any arbitration hearing, any party may file a request for a written transcript of the hearing.
The party requesting a written transcript shall be charged for the cost of preparing that transcript or any portion of it. If each party makes a request, the cost of preparation shall be shared equally.
If no request is filed, the panel may order a transcript prepared.
