The official record compiled by the Office shall include the Case Manager's written statement of need, the Agency Administrator's recommended determination as submitted to the affected utility, written oppositions or comments submitted by any affected utility in response to the recommended determination, the determination by People's Counsel, the proposed order, and any other documents submitted to the Commission relating to the Notice of Agency Fund Requirements.
