The Community Development Corporation (CDC) shall be a non-profit organization incorporated in the District of Columbia pursuant to § 501(c) (3).
The articles of incorporation for each Community Development Corporation shall state the geographic area and the boundaries for such area where the corporation will carry out its activities for community development.
The articles of incorporation, or bylaws of each Community Development Corporation, shall provide for membership in the corporation by persons who are residents of the area; business owners or operators in the area; service group representatives, and other representatives of organizations in the geographic area which the Community Development Corporation represents.
The articles of incorporation shall require a Board of Directors broadly representative of the community being served.
The Board of Directors shall include but not be limited to individuals that possess development skills and experiences.
The Community Development Corporation shall comply with all applicable federal and local statutes and regulations, including but not limited to, the U. S. Department of Housing and Urban Development's Housing and Community Development Act of 1974, as amended, and related acts.
