Section 4d-3-17 - Evaluation of bids and proposals(a) The evaluation shall be based on the evaluation factors set forth in section 4a-59 of the Connecticut General Statutes and in the invitation to bid or request for proposals. Numerical rating systems may be used but are not required. Factors not specified in section 4a-59 of the Connecticut General Statutes, in section 4d-3-1 to 4d-3-19, inclusive, of the Regulations of Connecticut State Agencies, in the invitation to bid or request for proposals shall not be considered.(b) For the purpose of conducting discussions under section 4d-3-16 of the Regulations of Connecticut State Agencies, proposals shall be initially classified as:(2) potentially acceptable, that is, reasonably susceptible of being made acceptable; or,(3) unacceptable.Proposers whose proposals are unacceptable shall be notified promptly that their proposal is rejected.
