Section 14-137-124 - Towing of trailers(a) Every trailer hitch or coupling, used as a means of attaching a trailer to the towing vehicle, shall be properly and securely mounted, be structurally adequate and properly rated for the weight drawn. In addition to the trailer hitch or coupling, every trailer, with the exception of a semitrailer drawn by a tractor or truck tractor by means of a fifth wheel, shall be connected to the frame of the towing vehicle by means of a safety chain, chains, cables or equivalent safety device which shall be of sufficient strength to control the trailer in the event of a failure of the regular trailer hitch or coupling. Every trailer while being drawn upon the public highways in this state shall be so attached to the vehicle drawing such trailer as to prevent the wheels of said trailer from being deflected more than six inches from the path of the towing vehicle's wheels.(b) Each motor vehicle used for towing a trailer shall be equipped with two external mirrors, so located and adjusted on such vehicle as to give the operator thereof a clear reflected view of the highway directly to the rear of or on a line parallel to the left and right sides of the body of such motor vehicle.Conn.
