In carrying out its responsibility to allow public inspection of its license and registration files, the Department of Motor Vehicles shall permit such inspection pursuant to Section 14-10 of the General Statutes, and shall furnish copies of requested information pursuant to Section 14-50a, during the department's normal business hours. Persons requesting such information who do not appear personally at the department must make their requests in writing accompanied by the prescribed fees. The following shall be the only exceptions to these requirements:
(1) Connecticut state and municipal police departments, and officers at state institutions and departments having police powers under applicable provisions of the General Statutes, may continue to receive license and registration information through telephone inquiries by providing appropriate identification;(2) Law enforcement and other government agencies which have been assigned identification numbers by the department shall be permitted to receive license and registration information through telephone inquiries;(3) Persons calling about emergency situations shall be provided license and registration information after providing a description of the nature of this emergency; and(4) License and registration information related to any matter of immediate public interest or concern may be provided, in the discretion of the commissioner, to any public official or representative of the news media requesting such information by telephone.Conn.
