No person shall be a master instructor unless such person complies with the requirements of section 14-73 of the Connecticut General Statutes, makes application to the commissioner, pays the required fee, and is licensed by the commissioner. Subsequent to the adoption of this section, no person shall be approved as a master instructor unless such person:
(1) Has been a licensed commercial driving instructor or secondary school instructor for at least five years, and has continuously maintained such license in good standing with the department;(2) Provides a recommendation from a commercial driving school that the applicant is a proficient driver, has good oral and written communications skills, and shall be utilized as an instructor at such school; and(3) Shall take and pass a master examination that demonstrates proficiency in instructing driving instructors, as determined by the commissioner.Conn.
